its a bit too late. the rebellion is dead. now, gaddafi wont move. but he has won. he controls almost all of his country, and he is no longer deeply concerned about Benghazi. he can now just sit there, and not move.
He has a clear choice: just to sit there, cease-fire, and keep the place surrounded. they will follow these terms. the "international community will also lose interest in about 1-2 months. he will then keep moving. this is a major defeat for the US's foreign policy.
